In a letter, dated 15th November, 1999, addressed to Lord Seán J. Madsen, Private Secretary to His Excellency, The Prince Douglas, Commander Chevalier Baron Valery Yegerov, St. Andrews Principal Herald Master of the Collegium Heraldicum Russiae, stated as follows;
"Of course, you and all the other Members of the Principality are most welcome to have your armorial bearings and titles registered with our Collegium. And I would like to add that this will be an honour for us." "The Russian College of Heraldry is officially registered with the Russian Government's Ministry of Justice, with the sole right in Russia to provide such recognition on behalf of Russia." Any member of the Nobility of the Principality or of any of the Orders of Chivalry headed by The Prince Douglas who wishes to have his or her arms or titles registered with the Russian College should write to The Prince in care of the Chancellery for Letters of Introduction, which will be provided gratis.
